No one sees dedicated server?

I'm not sure what the issue is, I tried everything.
Disabled firewalls, tried to enable dmz
I can get on my server if I hit the blue plus button at the top and enter 10.0.0.23 but that's just for me, I'm guessing people would connect to it by typing 98.237.77.63 (But I want it on the public list!!!)
Here, I will post all of the screenshots and you can let me know if something is wrong (I am hosting the server on the os : server 2008)

Maybe i understood something wrong.

Do the rFactor dedicated exes (and ports) have full access to the internet in the windows firewall Settings?
Or do you have additional AV Software running?
 
Did you tick matchmaker announce when setting up the server?
These are the ports needed for rFactor
1:-34297-UDP ~ open a range if running more than 1 server
2:-34384-TCP ~ [request firewall test]
3:-34397-UDP ~ open a range if running more than 1 server should match #1 ports
4:-34447-TCP ~ open a range if running more than 1 server should match #1 #3 ports
5:-39001-TCP ~ [friend/server list downloading]
6:-39002-UDP ~ [friend/server heartbeats]

not sure why you have 9600 and 8075?
is that all the ports you have open or is that list cut off?
also no need to put in DMZ,quite dangerous actually.
assuming that your router is an all in one,modem/router combined?

My router is an all in one.
They can connect to server by hitting the blue plus button at the top of the multiplayer list and type in the external IP, but I want them to see it in public.
 
Could someone possibly go into my remote server and check what's up? I could give the login and info for windows remote desktop.
 
what's your server name?
I'll see if I can see it and pm me remote details if you want.....or we can use teamviewer....
