Rfactor mod multiplayer issue

Having difficulties with a mod that for some reason seems to ignore the rules of a multiplayer server. Server can have Damage turned off but cars still receive damage. Cars will not load a fixed setup. are there any settings within the mod files themselves that can affect how the mod communicates with a multiplayer server (ignoring multipler.ini and .PLR files for the moment)

Some Entries in e.g. *.rfm or *.gdb Files overwrite Entries in other files.
Maybe there is the Problem.

And for the not loading fixed Setups.... are the needed Files located correctly?

The .rfm is almost identical to earlier versions which did not have an issue. I need to check with the person using the fixed setups to find out about how they have setup their server :)
