vehicle parts movement?

Is it possible to have parts of the vehicle model move/rotate? It's hard to put into words but, if you watch the video that I'm posting and look at the top wings you'll see what I'm talking about. The top wing goes flat when the car is under power then the front of the wing lowers when the cars slow down.
