I was wondering if there are any free programs that would allow me to do some skins for Rfactor
 
Gimp has a dds plugin, so the converter program isn't needed. Though the latter may be better if you need certain dds settings.
 
Gimp is the way to go IMO. Has a lot of powerful features, which places it very close to Photoshop, features and philosophy wise.

BTW: last time I figured out that nV DDS plugin for photoshop outputs images in very low quality.

I found that best quality I can get from nV texture tools - I'm using GPU accelerated one.
I put this util into TotalCommander making possible to convert source files into DDS by single click.

Moreover, the utility is able to convert directly from PSD files. Doesn't matter how many layers it contains (original PS plugin has some limitation). It is very comfortable.
 
where are the templates for vehicles? If I want to paint my own FR3.5 for example
 
I have found the templates for the trainers in rF2. They were in my documents/rfactor2 folder. But I cannot find the dds files for the 1960's f1, FR 3.5 or the Meganes. I'd like to get working on my skin for these but am too much of a noob to find the files.
