Hello,

I've been trying to edit this value with no apparent results in changes of the AI's pitting needs.

Can anybody throw some insight as why this happens?

I came across your message as I was searching for the answer to a related question. I had the same problem as you, before I realised that the AI seemed to always use the first compound listed in the .tbc file, even if you specify a setup file for them to use. Cut and paste the compound you want them to use so as to make it the first one in the .tbc file and you should be fine.
 
You can set the tyre-compound to be used in the .HDV:
[GENERAL]
FrontTireCompoundSetting=0
RearTireCompoundSetting=0
0 is the first one!
1 is the second one....

If you specify a setup for AI it indeed ignores the tyre-compound that was selected.
And: The AI wear rate does it´s job! It works normally.
Try extreme values to test.
