Fixed Upgrades in a multiplayer server

Hi, is there a way to force people to join a server with a particular upgrade (e.g. with the soft-hard upgrade instead of the ssoft - medium one) ?

I only found the fixed upgrade=1 in the .plr file, but I don't know how to force people to use THAT particular upgrade. I am wondering if there's a string in the favoriteandfixedsetup.gal, just like the setup with fixed setup

Uhm I don't have this file (and mod) in my copy of rfactor..
