When I try to activate my game, it simply says "Could not connect to server. Try again later".

Is there any way to remedy this?

I'm also facing this particular problem...
I've exchanged many mails with John of Sales Department, who was very kind in listing all the possible causes of this issue and suggesting to post my case in the forums. I'll try to summarize all of them here, writing all relevant pieces of the conversation.
I hope to catch the attention of the technicians in the forums about our case, Howard! :)

  1. Create an "ignore rule" in your AntiVirus program, so that it does not block rFactor.exe actions at all. It may NOT suffice to "disable" the AV, because many Antiviruse programs simply don't turn off all of the controls they do when they are simply disabled.
  2. Create rules on Windows Firewall to allow connections to/from the ports that rFactor requires, as listed in the rFactor (Firewall Guide). It may not be enough to simply turn off Windows Firewall.
  3. Create rules on your router's Firewall (if any) to allow connections to/from the ports that rFactor requires. Also in this case it is better to create rules rather than completely "disabling" the router's firewall.
  4. Run the rFactor.exe with administrator privileges, in Windows 7 this is obtained by "running as administrator" the rFactor exe file.

I have to say, sadly, that I tried to put in practice all that I wrote above, but without success.
I'm still not able to activate rFactor...
Howard, what about you? Still struggling? Did you solve? If so, how?
Hope to get feedback!

Did you ever figure out the problem i am haveing same one?

Are you using Anti-Virus-Software like Avira, Bitdefender....., if yes and you have a full version of the AV Software, you should be able to set full access to the internet for the rfactor.exe in the AV-Firewall settings.

If you use a freeware version and can not set "free access" to it, uninstall the freeware.
And i mean uninstall, just deactivating won't help in that case.

Maybe that solves your problems.
