Cars pitting under safety car on a particular track

I'm having a slight issue. On Monaco (I have sorted out the waypoint issue btw) when the safety car comes out, cars pit under the safety car, but on other tracks such as Bahrain or Red Bull Ring, they don't. So what value in the track file determines whether cars pit under the safety car?
 
I have got strategies programmed at a particular point, I didn't program them to pit under the safety car and when no safety car, Al's fine

In most circumtances the AI do pit stops under safety car.
It depends on the progress of the race and how (when) the pit strategy in .gdb is set.
You will notice that the cars that had pitted under SC will make one general pitstop less then the
cars that have not done this (what are a few at best).

No, it seems to totally ignore the strategies. It occured during the pitstop phase in one of my tests and everyone pitted, whether they'd pitted already or not, some had pitted the lap before.
 
I agree that the SC/pitstop is no perfect solution as ISI did it.
But most of the time it works, because on a track that is well tweaked for the AI-cars that
will use it, there seldom to never happends a SC-phase!
